Is the difference between kernel-update-170_a051 and
kernel-update-171_a051 cosmetic or functional? I have already
downloaded and applied the 170 version. Do I need to do the same for
the 171 version?

Functional. There was an editing error in 170 that caused the change to
not be effective.
