When you've loaded your new rules as you've been suggesting with
timezones.local, is there any way to verify that NTP will be using the new
rules?

The only way to verify it is to have the system go through the time change. With a test system this can be be done by having it not use an external time source and setting the time to a few minutes before the expected time change.
